Why not a Kashmir-like political setup

Weekly Bang-e-sahar karachi Saturday, May 24—–30, 2008

The people of Gilgit-Baltistan are very puzzled regarding the constitutional status of the region. Their demands during the last six decades show that except one per cent, people of the region are not aware of the policies of Pakistan, India and the International community regarding the region. No one knows much about the conspiracy of these countries, according to which Gilgit-Baltistan is kept as the last colony of the world. Because Pakistn,India, international community and even the Kashmiries themselves know the strategic importance of Gilgit-Baltistan compared to other parts of the disputed Kashmir. Therefore, they do not want to give an independent status to the region and even the issue of Gilgit-Baltistan is seen with a different angle by the world community. They know that the position of Gilgit-Bltistan is quite different from the occupied Kashmir of India and Azad Kashmir of Pakistan to which both India and Pakistan have given basic and constitutional rights from which the people of Gilgit-Baltistan are deprived of. In fact, there is no independent institution which could work for the political and constitutional rights which are written in articles 2 to 28 of the constitution of Pakistan. A legislative council which has been renamed as legislative assembly even has no powers to solve the important issues of the region and it would be harmful if we hope something from this powerless assembly as the chief executive and the cabinet members themselves have said that they have no authority to talk about the constitutional rights of the region. The president of Pakistan Pervez Musharraf himself usually says that Gilgit-Baltistan is not part of Pakistan rather it is part of disputed Kashmir. Therefore, whatever steps will be taken for the political status of different parts of disputed Kashmir we will accept them. The second important thing is that India never wants to see the region as an independent state because it has almost got control over 56% area of Kashmir and also wants to get control over the rest of the region. So it is a big hurdle in the path of independency of the region. Another problem is the international community specially the West and America who do not want to give an independent political and constitutional status to the region due to the world emerging economy of China, because they think that if the region is given independence then obviously there will be an influence of China which is a threat to the West. In 1947, the West particularly America created a disturbance between India and Russia in the form of Gilgit-Baltistan and then on 1st November and lastly on 16th November they vanished the independent constitutional status of Gilgit-Baltistan and amalgamated it with Pakistan, which was a drop-scene of an international conspiracy played by Michael Major Brown. Also they know that China is very much interested in Gilgit-Baltistan that is why China in 2005 emphasized on Pakistan to get control over the worsening sectarian conditions in Gilgit-Baltistan due to which the trade of billions rupees of China through the KKH was getting disturbed, that is why west and America are afraid to give independence to the people. On the other hand, China is silent over the struggle of nationalist groups; it is also because of some personal interests of china. The Chinese government has never appreciated the struggle of the people for independence rather it has disgraced the people when contacted the Chinese embassy. Since 1947, neither government of Pakistan nor the international community has showed concern over the demands of the people of the region. Instead, sometimes due to these demands the local political leaders have been disgraced. Political parties demanding representative status for Gilgit-Baltistan and promising to give the political rights or a Kashmir-like political setup must go and ask the Kashmiris how much they are satisfied with this setup. Though they are having separate President, Prime Minster and constitution but still are not free to exercise their real authorities independently. The government for implementation of its own decisions on Kashmir and Gilgit-Baltistan has used two main methods that are in Kashmir they use tribes discrimination system and in Gilgit-Baltistan sectarian division. These are great hurdles in the path of the struggle for independence and these issues deviate the attention of the people from their struggle.—(Translated by Zakir Hussain)
