GILGIT: The management of Federal Public Service Commission (FPSC) has ordered establishment of recruitment screening centres in Gilgit and Baltistan where competitive exams would be held for making induction in various departments, official sources said. They said tests for induction of trained graduate teachers in BPS-16 were going to be held on July 8 and about 1,800 candidates were expected to appear. They said three centres would be established in the region and efforts would be made to facilitate the candidates.</strong></div>

GILGIT: More than 300 teachers of Aga Khan Education Service (AKES-P), the largest private sector education system in Gilgit-Baltstan, staged a sit-in outside its head office against what they called discrimination with teaching staff and for increase in their salaries. The teachers, serving in 127 Diamond Jubilee schools, were demanding immediate settlement of issues pending for the last 20 years. The protesters were carrying banners inscribed with slogans against AKES management and seeking their removal staged a sit-in for four hours as an arbitrator committee comprising of local people mediated to resolve the matter amicably. The protesting teachers and the management held three inconclusive rounds of talks to end the sit-in but to no avail. Later, addressing a hurriedly called press conference the leaders of DJ Teachers Association said that the AKES lacked transparent policy of indcutions and promotion of teachers. The secretary-general of the teachers body, Gharib Ali and vice-president Sultan Ali told journalists that the teach staff of the AKES had been worst example of exploitation of the management and there is no opportunity of promotion for teacher. They demanded of privileges at par with government departments and said the community funds are spent on useless activities in hotel in the name of academic development. The leaders of association demanded immediate stop of illegal appointments and unde promotions as well as regularization of contract employees forthwith so that they could focus on their professional duties. The leaders demanded of the management reasonable increase in provident fund, family health insurance, gratuity, annual increment. They said the teachers of DJ schools were fell into inferiority complex and their ego is badly hurt. When contacted General Manager AKES-P North Jan Madad he said the management agrees in principal what they demand but the way they have come up with is quite uncivilized and such tactics would not be encouraged at all. He said AKES-P is not a profit earning organization and it is dependant. He said there were eight hundred teachers in the north and only three hundred were protesting. He said a criteria is in place for induction and promotion and most of them were not happy with that because they had to undergo the process which is quite tough.</strong></div>

<p><strong><span style="font-family:georgia;">THE recent killing of eleven Pakistani soldiers at Gora Prai by American and Nato forces across the border in Afghanistan unleashed an amazing storm.Prime Minister Gilani declared, &#8220;We will take a stand for sovereignty, integrity and self-respect.&#8221; The military announced defiantly, &#8220;We reserve the right to protect our citizens and soldiers against aggression,&#8221; while Army chief, Gen Pervez Ashfaq Kayani, called the attack &#8216;cowardly&#8217;. The dead became &#8217;shaheeds&#8217; and large numbers of people turned up to pray at their funerals.But had the killers been the Taliban, this would have been a non-event. The storm we saw was more about cause than consequence. Protecting the sovereignty of the state, self-respect, citizens and soldiers against aggression, and the lives of Pakistani soldiers, suddenly all acquired value because the killers were American and Nato troops.Compare the response to Gora Prai with the near silence about the recent kidnapping and slaughter by Baitullah Mehsud&#8217;s fighters of 28 men near Tank, some of whom were shot and others had their throats cut. Even this pales before the hundred or more attacks by suicide bombers over the last year that made bloody carnage of soldiers and officers, devastated peace jirgas and public rallies, and killed hundreds praying in mosques and at funerals.These murders were largely ignored or, when noted, simply shrugged off. The very different reactions to the casualties of American and Nato violence, compared to those inflicted by the Taliban, reflect a desperate confusion about what is happening in Pakistan and how to respond.Some newspaper and television commentators want Pakistan to withdraw from the American-led war on Al Qaeda and the Taliban, to stop US fuel and ammunition supplies into Afghanistan, and hit hard against Afghan troops when provoked. One far-right commentator even urges turning our guns against the Americans and Nato, darkly hinting that Pakistan is a nuclear power.There is, of course, reason for people in Pakistan and across the world to feel negatively about America. In pursuit of its self-interest, wealth and security, the United States has for decades waged illegal wars, bribed, bullied and overthrown governments, supported tyrants, undermined movements for progressive change, and now feels free to kidnap, torture, imprison, and kill anywhere in the world with impunity. All this, while talking about supporting democracy and human rights.Even Americans - or at least the fair-minded ones among them - admit that there is a genuine problem. A June 2008 report of the US House Committee on Foreign Affairs entitled The Decline in America&#8217;s Reputation: Why? concluded that contemporary anti-Americanism stemmed from &#8220;the perception that the proclaimed American values of democracy, human rights, tolerance, and the rule of law have been selectively ignored by successive administrations when American security or economic considerations are in play&#8221;.American hypocrisy has played into the hands of Islamic militants. They have been vigorously promoting the notion that this is a bipolar conflict of Islam, which they claim to represent, versus imperialism. Many Pakistanis, who desperately want someone to stand up to the Americans, buy into this.This is a fatal mistake. The militants are using America as a smokescreen for their real agenda. Created by poverty, a war-culture, and the macabre manipulations of Pakistan&#8217;s intelligence services, the militants want more than just to fight an aggressor from across the oceans. Their goal is to establish their writ over that of the Pakistani state. For this, they have been attacking and killing people in Pakistan through the 1990s, well before 9/11. Remember also that the 4,000-plus victims of jihad in Pakistan over the last year have been Muslims with no connection at all to America. In fact, the Taliban are waging an armed struggle to remake society. They will keep fighting this war even if America were to miraculously evaporate into space.A Taliban victory would transport us into the darkest of dark ages. These fanatics dream of transforming the country into a religious state where they will be the law. They stone women to death, cut off limbs, kill doctors for administering polio shots, force girl-children into burqa, threaten beard-shaving barbers with death, blow up girls schools at a current average of two per week, forbid music, punish musicians, destroy 2000-year statues. Even flying kites is a life-threatening sin.The Taliban agenda has no place for social justice and economic development. There is silence from Taliban leaders about poverty, and the need to create jobs for the unemployed, building homes, providing education, land reform, or doing away with feudalism and tribalism. They see no need for worldly things like roads, hospitals and infrastructure.If the militants of Pakistan ever win it is clear what our future will be like. Education, bad as it is today, would at best be replaced by the mind-numbing indoctrination of the madressahs whose gift to society would be an army of suicide bombers. In a society policed by vice-and-virtue squads, music, art, drama, and cultural expressions would disappear. Pakistan would re-tribalise and resemble a cross between Fata and Saudi Arabia (minus the oil).Pakistanis tolerate these narrow-minded, unforgiving men because they claim to fight for Islam. But the Baitullahs and Fazlullahs know nothing of the diversity, and creative richness of Muslims, whether today or in the past. Intellectual freedom led to science, architecture, medicine, arts and crafts, and literature that were the hallmark of Islamic civilisation in its golden age. They grew because of an open-minded, tolerant, cosmopolitan, and multi-cultural character. Caliphs, such as Haroon-al-Rashid and Al-Mamoun, brought together scholars of diverse faiths and helped establish a flourishing culture. Today&#8217;s self-declared amir-ul-momineen, like Mullah Omar, would gladly behead great Islamic scholars like Ibn Sina and Al-Razi for heresy and burn their books.Pakistan must find the will to fight the Taliban. The state, at both the national and provincial level, must assert its responsibility to protect life and law rather than simply make deals. State functionaries, and even the khasadars, have disappeared from much of the tribal areas. Pakistan is an Islamic state falling into anarchy and chaos, being rapidly destroyed from within by those who claim to fight for Islam.Pakistanis must not be deceived. This is no clash of civilisations. To the Americans, Pakistan is an instrument to be used for their strategic ends. It is necessary and possible to say no. But the Taliban seek to capture and bind the soul and future of Pakistan in the dark prison fashioned by their ignorance. As they now set their sights on Peshawar and beyond, they must be resisted by all possible means, including adequate military force<br />

<span style="font-size:130%;"><strong><span style="font-size:medium;">The reality of President Pervez Musharraf&#8217;s financial and constitutional package has gradually dawned on everyone. The hopes from the new democratic government in Pakistan for the relief to the people of Gilgit-Baltistan are still to be fulfilled. The dreams of drafting a single entry budget have shattered. The annual budget, like always, has been prepared by the bureaucrats in Islamabad - the elected representatives not getting air of the entire process.<br />
The democratic government formed by Pakistan People&#8217;s Party has further discredited members of the so-called Northern Areas &#8216;Assembly&#8217; by curtailing their role in development of the region. The annual development fund of the members has been decreased from Rs50 million to Rs15 million and all the powers still remain with the bureaucracy.<br />
According to President Musharraf&#8217;s package, the annual budget had to be prepared by the assembly under single entry formula. For the purpose the chief secretary had been given the additional charge of principal accounts officer. The package was implemented to the extent that the non-local chief secretary was made the principal accounts officer, but NA Assembly is merely a spectator as far as the budget for Gilgit-Baltistan is concerned. The budget that was to be prepared by the representatives (a local council type body) of Gilgit-Baltistan was drafted by bureaucrats. Thus, the bureaucrats became even more powerful during the times of the PPP and the people lost power, prestige and honor, like they experienced under the past dictatorship. Elected members of the NALA and advisors are lamenting the situation. In the pre-budget meeting, the members of the assembly passed a resolution, because they don&#8217;t have the right to legislation, denouncing the decision and threatening protests in this regard.<br />
There is a feeling that the democratic era has dawned with installation of the PPP government but ironically the despotism and deprivation are getting deeper and deeper with every passing day. It is surprising to note that the local &#8216;Jiyala&#8217; PPP leadership had struggled hard to obtain Ministry of KANA for Qamar-uz-Zaman Kaira. They had been making claims of dissolution of the NALA, change of leadership and, at least, change of the cabinet in Gilgit-Baltistan.<br />
However, after the first visit of the federal minister, the local leadership went into a state of coma, from which it has yet to recover. They termed the decision of retaining the same setup as a &#8220;wise tactic&#8221; and tried to defend the federal minister&#8217;s decision.<br />
Now the situation has deteriorated to the extent that the local leadership is keeping mum about the bypassing of the so-called assembly in the budget-making process. The second-tier Jiyalas of Gilgit-Baltistan have no moral obligation to defend the first-tie leadership, the federal minister for KANA or chairman or king whatsoever.<br />
In a state of embarrassment, the second-tier Jiyalas are running from pillar to post in Islamabad in search of such an influential person from Lala Musa who can manage a meeting with the chairman of NALA or any senior party leader. A few days earlier, the secretary general of local Jiyalas from Baltistan, Mehdi Shah, somehow got access to Federal Information Minister Sherry Rehman and lodged complaint against Kaira. The information minister assured him that a meeting will be arranged with the premier.<br />
Mehdi and Jafar Shah, instead of being happy, became apprehensive. They might have thought that a meeting with the premier might not get them the relief they are looking for but it definitely will irk and annoy Kaira, who is the actual king of this ill-fated and disputed region. Thus, the local leaders of PPP disowned the offer of a meeting with the prime minister and said that their premier is the minister for Kashmir Affairs and Northern Areas, so he should be told to take care of people in the future.<br />
Ms Sherry looked at them with surprise and told them to leave, assuring that the KANA minister will be informed about their &#8217;sentiments&#8217;. This attitude of the local PPP leadership is humiliating and degrading for the nation to say the least. The issue is a jolt not only for the PPP but is a wakeup call for all the federalist parties of Gilgit-Baltistan.<br />
The graph of desperation and deprivation is going up with every passing day. The trend has also influenced the thinking of several federalist leaders. Advisor on Finance of NALA Mirza Hussain has a prominent place among the federalist leaders but his tone against the government has gone harsher than even the nationalists. He has demanded of the international organisations and Western countries to take notice of the grave injustices of the government of Pakistan with Gilgit-Baltistan. He has been accusing the government of gross violation of basic human rights in the region.<br />
Other federalist parties are numb about the entire situation. The stance of nationalists is being accepted and understood by the masses with every passing day. The biggest nationalist alliance included in Gilgit-Baltistan Democratic Alliance (GBDA) are gaining fame and confidence of the people. Processions and public meetings in Gahkuch, Skardu and Gilgit have stirred the political environment of the entire region. Now people are no more demanding &#8216;rights&#8217; from the government of Pakistan, self-rule is slogan of the day. Independent state is being declared as the &#8216;destination&#8217;. Those who were fighting for Pakistan are now terming Pakistan&#8217;s control over the region as an era of slavery. Withdrawal of Pakistani administration from the region is being demanded. Every decision of the government is being criticised by the public quarters. Members and advisors of Q league are distancing themselves from the government. These members and advisors are the ones preferred by Kaira to the local leadership of PPP. The existing situation is clearly revealing that nationalists will win the future election and represent this nation in the future assembly.<br />
Expectations from the democratic government of PPP are taking last breaths. Neither the system has changed nor have the people got any relief. The tsunami of inflation is playing havoc with lives of the people and the situation is becoming dangerous day by day. In Islamabad, however, the flute of peace and tranquillity is being played by the master players. <strong>GILGIT: Adviser to the Northern Areas Administration on Border Trade, Planning and Finance Mirza Hussain has hoped that the present democratic government will liberate Gilgit-Baltistan from the &#8220;cursed shadows&#8221; and &#8220;slavery&#8221; of the KANA Division.<br />
He said that it is ironic for the people of Gilgit-Baltistan to be left under the &#8220;slavery&#8221; of KANA Division even in the 21st century. He asked the representatives and leaders of Gilgit-Baltistan to ponder over their condition and realise the yoke of slavery that they are wearing.<br />
Referring to the recent outburst of Jan Muhammad Jamali, deputy speaker of the Senate, Mirza Hussain said those raising the slogans of separation from Pakistan inside the Senate are being rewarded by the government but the people of Gilgit-Baltistan have been left to suffer despite their exemplary love and support for Pakistan.<br />
Talking to media after participating in a pre-budget meeting of the Northern Areas Legislative Assembly members, Mirza said: &#8220;Show me the field of life where we are not chained in the slavery of KANA Division. The federal government had given us a &#8217;single entry&#8217; budget and for the same reason the chief secretary got the additional charge of principal accounts officer.&#8221;<br />
But, Mirza said, the elected representatives are being humiliated by neglecting them in the budget-making process. He also criticised the KANA Division on misplaced priorities when it comes to spending public funds. He accused the KANA Division officials and local bureaucrats of framing projects that yield money for their own pockets. He asked the elected representatives to intervene and stop the corruption.<br />
However, he said, this would not be possible till the public representatives become part of the budget-making process. He hoped that the chairman of Gilgit-Baltistan would respect the sentiments of the representatives of the region and devise strategies accordingly. He said that excluding the elected representatives from the budget-making process would have disastrous results.<br />
Former deputy chief executive Fida Muhammad Nashad, NALA member Dr Muzaffar Railay and Wazir Wilayat were also present during the press briefing.</strong></div>

<strong>GILGIT: The Gilgit-Baltistan region cannot be given the status of a province because it is a disputed territory, therefore, the Pakistan government should given the people of the region self-rule right.<br />
Dr Muzaffar Ali Khan Rellay, member of the Northern Areas Legislative Assembly and secretary-general of the Gilgit-Baltistan National Alliance, in an interview with &#8216;Bang-e-Sahar&#8217;. He said that people of Gilgit-Baltistan are in a fix because neither they have an identity or recognition nor has the status of their region been decided.<br />
&#8220;Our two million straightforward people have been deprived of their identity for the past 60 years in the name of Islam and Pakistan. Neither this treatment is legitimate in accordance with Islam nor does the Constitution of Pakistan allows this,&#8221; he said. &#8220;It is clear that the Gilgit-Baltistan region is being kept in an ambiguous position, which is neither favourable for people of this region nor is it in the benefit of Pakistan,&#8221; he added.<br />
Dr Rellay said that in principle Pakistan should have recognised the Gilgit-Baltistan region in its constitution under any provisional accord just like India declared the whole of Jammu and Kashmir including Gilgit-Baltistan as its part under a provisional agreement. But, he said, Pakistan not only accepted Gilgit-Baltistan as disputed territory in the United Nations but also signed a written agreement to provide travel documents and expenses thereon to people of the region.<br />
&#8220;Presently, Gilgit-Baltistan is at such a juncture that has been desire of the global powers because they can accomplish their dreams through this region. Whereas the economic survival of China is linked to Gilgit-Baltistan, the region can also help the US in accomplishing its dream of ruling the world. We are afraid that China and the US may use this region as a battlefield to subjugate each other,&#8221; he said.<br />
The member of the Northern Areas Legislative Assembly said that if the rulers want Pakistan to survive, they should completely rid Gilgit-Baltistan of the influence of global powers and recognise it as a &#8216;buffer state&#8217; where no outside power could interfere or have influence.<br />
He said the region should be declared non-military territory like Dubai, Singapore and Switzerland. He said the region should be given the status of an impartial state and foreign investment should be allowed therein because it would help stabilise Pakistan economically as well as militarily.</strong></div>

<strong><span style="font-family:georgia;">GILGIT: The Northern Areas High Court Bar Association (NAHCBA) has started preparations for long march to Islamabad to protest against the 60-year deprivations of the Gilgit-Baltistan region and negative tactics of the rulers as well as to highlight the demand for basic democratic, political and linguistic rights of the region.<br />
The nationalist parties of the region have not only appreciated the decision of the lawyers to hold a long march but have also announced to extend all kinds of support to lawyers in time of need.<br />
According to sources in the NAHCBA, the association has initiated preparations for the biggest ever and historical event of the region. Besides the members of all district bar associations of the region, a large number of political activists will also participate in the long march. The organisers of the march also plan to besiege the Parliament House in Islamabad and stage there a sit-in.<br />
&#8220;The objective of the long march is to inform people of Pakistan and international community about undesirable attitude of Pakistan with regard towards Gilgit-Baltistan and the 60-year excesses being committed to the people of this region,&#8221; the sources said. &#8220;The lawyers of Gilgit-Baltistan have started collecting funds,&#8221; they added.<br />
The long march will be the first-ever big political activity of lawyers and people for basic rights of Gilgit-Baltistan and may herald the beginning of a chance.<br />
&#8220;If lawyers invited us, we will stand shoulder-to-shoulder with them,&#8221; said Safdar Ali, a leader of Gilgit-Baltistan Democratic Alliance, while appreciating the decision of lawyers to stage a long march. &#8220;The alliance of the nationalist parties is ready to support every voice raised for the rights of the region,&#8221; he added.<br />
Safdar Ali said that highlighting the 60-years of Pakistan&#8217;s excesses at the international level is part of the manifesto of the alliance. He said the time has come for every inhabitant of the region to participate in the movement for snatching their rights from oppressors. He said the time is not far off when the people of Gilgit-Baltistan would join the independent nations of the world.</span></strong></div>

<strong>GILGIT: The nationalist leader of Gilgit-Baltistan and chairman of Balawaristan National Front, Abdul Hameed Khan, should be allowed to honourably return to the country.<br />
&#8220;Abdul Hameed Khan should be granted unconditional reprieve just like the government has offered unconditional amnesty to the nationalist leaders of Balochistan,&#8221; said Subedar (Retd) Mataib Shah, renowned social figure and president of Yasin Society, in a special talk with &#8216;Bang-e-Sahar&#8217;.<br />
Subedar (Retd) Mataib Shah said that Abdul Hameed Khan is a son of the soil of Gilgit-Baltistan and has committed any crime except opting to live in exile for the cause of his nation.<br />
He said that the charges levelled and cases registered against Abdul Hameed Khan should be withdrawn and he should be allowed to stage a comeback respectably just like the nationalist leaders of Balochistan have been pardoned unconditionally.<br />
The president of the Yasin Society said that Abdul Hameed Khan is working for the national identity and recognition and has so far taken no step on the basis of which he could be compelled to live in exile.He pointed out that some people have been working against the solidarity of the country despite being its citizens and are today roaming free so a nationalist leader like Abdul Hameed Khan is being punished for the sins he did not commit.</strong></div>

<p><strong>Hunza: The traditional &#8220;Ginani&#8221; festival has been celebrated in Central and Lower parts of Hunza valley, with traditional zeal and fervour. Special traditional dish locally known as Dirum Pitti has been prepared to mark the festival.<br />
Before the construction of KKH, the local community was totally dependant on subsistence farming and during the winter seasons most of the families were also facing shortages of foods. This festival was thus celebrated to mark the beginning of new harvesting season. During the time, when Hunza was an independent principality, these rituals were performed at royal courtyard. This event is called Ginani and Chineer in Hunza, Strublah in Baltistan and Ganoni in Gilgit.—Zulfiqar Ali Khan</strong></div>

<p><strong>SKARDU: Engineer Manzoor Hussain Parwana, a patriotic leader of Gilgit, Baltistan, has proceeded to Mumbai to participate the International Conference there from June 26 to 28 under the United Nation Global Compact and Strategic Foresight Group.<br />
The topic of the conference is &#8216;Our Responsibilities for the Peace, Business and Perpetuity&#8217;. In the conference, the scholars and experts from across the world will discuss the existing issues of international peace and perpetuity.<br />
The participants will analyse the effects of the global warming on the environment and discuss measures to save the world from the scarcity of water and food.<br />
Before leaving for India, Engineer Manzoor Parwana said that he will represent Gilgit Baltistan in the conference and inform the delegates about the geographical and environmental importance of the region. He said that he will make a presentation on the reasons that have adverse effects on the environment, glaciers, wildlife and minerals of Gilgit and Baltistan.</strong></div>
